The truth:
The attached photo belongs to South Korea, and the photo shows floor sprinklers to pump water to prevent the spread of dust and fine dust and reduce heat by moistening the asphalt. This system is known as the "clean road system."
It is spread in several cities in South Korea, that is, not as it was claimed that the photo shows a street in a Haditha city in Anbar!
The installation of this system began in 2010, and it was used in the following year, in which groundwater is used to supply the pumps with water. After using it, it was found that dust rates decreased by 13% compared to the areas where this system was not implemented.
